Rome [ENA] According to Italian Press Agency ANSA Health Minister Roberto Speranza said today that restrictions were still needed in Italy to stop COVID-19 contagion getting out of control. "The vaccine is a hope but the measures are still needed to prevent an uncontrolled increase in infections," Speranza told a meeting with regional governments to debate the new system of restrictions that will come into force

next weekend. The Covid19 pandemic has mostly highlighted deficits in pan-EU crisis management. One lesson learned from the Corona crisis was that there was a lack of communication and coordination regarding the measures taken by the Member States. It is correct that Member States should in future be better organized for health crises and coordinate with each other. Improvements in health protection and successful joint crisis management can create real European added value.

Till today vaccines must be authorised by the European Medicines Agency (EMA) in line with safety and efficacy standards. Like all medicines, COVID-19 vaccines are first tested in the laboratory (e.g. studies on their pharmaceutical quality and studies to check first the effects in laboratory tests and animals). Then vaccines are tested in human volunteers in studies called clinical trials, that is a study realised to examine the safety or efficacy of a medicine. For human medicines, these studies are carried out in human volunteers. These tests help confirm how the vaccines work and, importantly, to evaluate their safety and protective efficacy.

The European Medicines Agency (EMA) plays an important role in permitting the development, scientific evaluation, approval and monitoring of COVID-19 vaccines in the European Union (EU). Vaccines for COVID-19 are being developed, evaluated and approved as stated by present-day regulatory guidelines and legal requirements. Developing and utilizing an effective and safe vaccine worldwide is the only way to end the COVID-19 pandemic.

By declaring a public health emergency of pan-European concern, the European Commission provides itself with a legitimising tool for decisive, concrete crisis action and strengthens the Union's resilience mechanisms. It is important that the future introduction of a system of coordinated crisis response is successful and that it is consistently further developed without infringement of the competence of the Member States.
